W poszukiwaniu nowinek przetargowych oraz pod wpływem lektury artykułu na zaprzyjaźnionym portalu, odnalazłem w internecie ciekawy SIWZ.
Dokument dotyczy co prawda usług leśnych wykonywanych jeszcze w tym roku, ale z powodu terminu ogłoszenia postępowania podpada pod częściową elektronizację, o której pisałem w tym wpisie.
Przesyłanie elektronicznego JEDZ-a jest szczegółowo scharakteryzowane w Specyfikacji. Jak zapewne pamiętasz, ogłoszenie przetargu przed 18 października nie zwolni Cię z konieczności skorzystania z takiego sposobu udostępniania formularza.
Specyfikacja formułuje następujące wymagania:
KWALIFIKOWANY PODPIS:
Zamawiający w pierwszej kolejności potwierdza konieczność elektronicznego przesłania JEDZ-a opatrzonego kwalifikowanym certyfikatem (jeżeli jeszcze go nie posiadasz, przeczytaj to).
KONSORCJANCI:
JEDZ w takiej formie, o czym pisałem ostatnio, musi zostać złożony przez wszystkich konsorcjantów oraz przez osoby udostępniające potencjał.
PRZESYŁANIE ELEKTRONICZNEGO JEDZ-a:
Nadleśnictwo wymaga, aby JEDZ przesłać pocztą elektroniczną; przesłanie JEDZ-a na nośniku takim jak CD lub pendrive jest nieskuteczne.
FORMAT PLIKU ZAWIERAJĄCEGO JEDZ:
Zamawiający dopuścił zastosowanie powszechnego formatu pdf. W takim zatem pliku możesz udostępnić formularz.
SZYFROWANIE JEDZ-a:
Nadleśnictwo wymaga, aby po podpisaniu JEDZ-a, został on zaszyfrowany. W specyfikacji pojawiły się sugestie co do sposoby szyfrowania – może to być zrobione przy użyciu np. programu Adobe. Co ciekawe, brak w tym zakresie jakichś bezwzględnie wiążących wskazówek. Z mojej strony mogę polecić np. darmowy program bit locker.
HASŁO DO ODSZYFROWANIA:
W formularzu ofertowym znalazł się następujący fragment: 
W tym miejscu oferty powinieneś podać dane, które umożliwią otworzenie JEDZ-a przez Nadleśnictwo wtedy, kiedy dojdzie do ujawnienia ofert.
TERMIN WYSŁANIA JEDZ-a:
Wykonawca musi przesłać JEDZ-a pocztą elektroniczną tak, aby dokument dotarł do Nadleśnictwa przed upływem terminu składania ofert. Nie zalecam robienia tego na ostatnią chwilę, bo mogą pojawić się wątpliwości co do skuteczności doręczenia. E-mail zawierający formularz musi wskazywać dane pozwalające na identyfikację wykonawcy, ale może to nastąpić np. poprzez odniesienie do numeru oferty (pod warunkiem jej oznaczenia takim samym numerem). Oznaczenie e-maila to skądinąd temat na odrębny, ciekawy wpis. Datą otrzymania JEDZ-a będzie potwierdzenie dostarczenia wiadomości z serwera pocztowego zamawiającego.
Opisana instrukcja jest warta uwagi. Zapewne analogicznie będą wyglądały zapisy w szykowanych specyfikacjach.
