Mam niejednoznaczną opinię w tej sprawie.

Z jednej strony rozumiem trudności w przygotowaniu się do rewolucji. Zmiana jest kardynalna i wymaga wdrożenia na różnych szczeblach i przeszkolenia setek pracowników. Konieczne jest także uruchomienie nowych narzędzi informatycznych, nad których kształtem pracuje m.in. Urząd Zamówień Publicznych (o tzw. mini portalu przeczytasz w tym wpisie). Po stronie nowych przepisów rodzi się wiele wątpliwości prawnych, które zapewne będą wyjaśniane w miarę upływu czasu. Uważam jednak, że nie po to ustawodawca oczekuje zmian w procedurach przetargowych, aby usilnie starano się unikać ich wprowadzenia. Posiadają kadry znające aktualnie obowiązujące prawo, które z odpowiednim wyprzedzeniem mogły poznać nowe zasady. LP korzystają z licznych narzędzi informatycznych, nie są zatem zupełnie na bakier z elektronizacją jako taką, co zapewne ułatwiłoby przygotowanie portalu przetargowego.
Pamiętajmy także, że jak słusznie zauważa redaktor Rafał Jajor, cykl przetargowy w Nadleśnictwach zwykł rozpoczynać się później niż przed połową października. Zmieszczenie się przed wspomnianym terminem rodzi zatem pewne perturbacje w planowaniu gospodarki leśnej.
