Tę datę proszę wpisać do wszystkich kalendarzy firm leśnych. Jest to dzień przełomowy dla przetargów w Nadleśnictwach, bowiem wtedy wchodzi w życie wielki projekt pod nazwą „elektronizacja zamówień publicznych”. Wszystkie postępowania ogłaszane po 18 października 2018r. będą prowadzone tylko w formie elektronicznej, o czym wspominałem pod koniec marca. W ten sposób skończy się wreszcie era wydruków o grubości całych ryz papieru, zawierających JEDZ-e wszystkich konsorcjantów :). O takich przedsięwzięciach, nadwyrężających możliwości drukarek, opowiadali mi liderzy niejednego konsorcjum.
Elektronizacja zamówień publicznych w Lasach Państwowych
Lasy Państwowe, jako organizacja stosująca p.z.p., musi sprostać temu wyzwaniu. Podstawową kwestią jest zorganizowanie platformy porozumiewania się wykonawców z zamawiającymi. Chodzi o to, abyś miał możliwość złożenia elektronicznej oferty w sposób gwarantujący „równość broni” Twojej i Twoich konkurentów, zapoznania się z ofertami innych wykonawców, uzyskania informacji z otwarcia ofert oraz o wynikach przetargu.
Nie wystarczy wysłanie zeskanowanych dokumentów e-mailem!
O ile mi wiadomo, przygotowanie takiego narzędzia (portalu) przez Lasy Państwowe, dającego możliwość efektownego wdrożenia elektronizacji zamówień publicznych na usługi leśne jest jednak nomen omen daleko w lesie :).
Wygląda na to, że na ratunek przychodzi Urząd Zamówień Publiczny.
Urząd nie ma obowiązku zapewnienia platformy elektronicznych przetargów dla wszystkich zamawiających. Instytucja zapewne jednak zorientowała się, że organy państwowe mogą nie zdążyć z przygotowaniami.
Jak głosi komunikat na stronie internetowej Urzędu, „miniportal e-zamówień” będzie narzędziem ogólnodostępnym (dla wszystkich zamawiających), bezpłatnym, szczególnie przydatnym dla tych podmiotów, które dotychczas takich narzędzi sobie nie zapewniły. Wersja testowa ma powstać w sierpniu, a od 1 października będą mogli z niej korzystać wszyscy zamawiający. Z okazji z pewnością skorzystają także Lasy Państwowe.
Czekamy zatem na pierwszą możliwość przetestowania elektronizacji zamówień publicznych w praktyce.
