Z elektronizacją przetargów z Lasach Państwowych jest jak w wagoniku kolejki roller coaster.
Najpierw liczyłem, że tegoroczne przetargi będą w całości elektroniczne.
Potem okazało się, że LP starają się umknąć nowym rygorom ogłaszając postępowania przed 18 października.
Następnie dowiedziałem się, że jednak nie wszystkie przetargi uruchomiono przed tą datą, co oznacza skorzystanie z platformy o wdzięcznej i dźwięcznej nazwie Jozefina. O tym narzędziu polecam tekst w grudniowej Gazecie Leśnej.
Teraz z kolei okazuje się, że tych w pełni elektronicznych przetargów będzie jeszcze więcej. Wszystko przez unieważnienia spowodowane przekroczeniem budżetów zamawiających.
Starania o „papierowe” pełnomocnictwa, o których wspominałem – na nic. Wszystkie dokumenty będą musiały mieć formę elektroniczną.
W tym wpisie chcę jednak poruszyć inną kwestię, która wiąże się z powtarzaniem przetargów.
Chodzi o skrócony okres na składanie ofert.
Zamawiający korzystają z przepisów dających możliwość zmniejszenia odległości czasowej pomiędzy dniem ogłoszenia i dniem otwarcia ofert aż do 15 dni. Uzasadnieniem jest „pilna potrzeba”, „zachowanie ciągłości usług”, możliwość spowodowania straty po stronie Skarbu Państwa, a nawet „wzrost zagrożenia pożarowego” (to cytat z jednej ze specyfikacji).
Ja myślę, że gdyby kalkulacje wartości zamówień były jednak nieco bardziej urealnione, żadne „pilne potrzeby” nie ujawniałyby się. Przetargi po prostu byłyby rozstrzygane w pierwszych terminach :).
